Respected Advani ji, senior colleagues on the dais and delegate brothers and sisters,
At the outset, let me extend a very warm welcome to all of you here in our national capital. That we are meeting at the beginning of the month of October 2011 in Delhi has its own significance. Sixty years before, it was here in this city that a new political party was established with the sole objective of using political power for the service of the motherland. In those early days immediately after the independence, our infant democracy was looking for a genuine alternative to end the apparent monopoly of Congress. With the emergence of Jan Sangh, there arrived a party on the political horizon of democratic India that offered a promising leadership profile, a distinct ideological identity and a nationwide organisational network. Friends, thanks to the painstaking efforts of our founding fathers like Shyama Prasad Mookherjee, Deendayal Upadhyay, and several others, we performed remarkably well as a genuine opposition party thereby winning the hearts of the people. Our pragmatic policies and bold positions on important national issues besides our performance brought us rich dividends and within a span of just about one and a half decade, we became a ruling party in several states, mostly as part of some coalitional arrangements.
Sixty Years of our struggle
Looking back, I must say that in the last sixty years, we have established as to how a political party can make a difference mainly due to its ideological positions, grounded in pure nationalism. In every possible way, we have tried to take politics beyond power play making it a true instrument of serving the people.
Friends, I bow my head to all these great personalities who worked hard to build this party, literally brick by brick. At this occasion I salute the memories of the entire galaxy of our departed leaders like Dr. Mookherjee who literally started from a scratch. Deen Dayal ji, who laid the foundations not only of our political philosophy but also our organisational network. Rajmata Vijaya Raje Scindia who dedicated her life sacrificing all royal comforts for the cause of this party. This list is endless. We just cannot forget that our great leaders like Jagannath Rao Joshi, Nanaji Deshmukh, Sunder Singh Bhandari, Kushabhau Thackrey, and Bhaironsingh Shekhawat. Towering personalities of our leaders like Atalji and Advani ji braved innumerable obstacles including paucity of all kinds of resources simply to ensure triumph of patriotism in politics.
We are aware that in power politics, the importance of the longevity of the tenure of your rule is undoubtedly important. But perhaps, more important is the quality of governance that you give. Friends, when as President of BJP I look back, I realise that there are many firsts to our credit. In Atalji, the nation initially saw its first external affairs minister who continued with the legacy of foreign policy establishment, and yet brought in a remarkable change. Thrice he became our Prime Minister and established the fact that non-Congress parties can rule successfully at the national level for the entire term. Besides, Atalji’s leadership heralded the era of successful coalition politics. Like pseudo-secularism, Advani ji introduced several coinages dotting the nations’ political discourse for over two decades. He popularized slogans like ‘justice for all and appeasement of none’, and thereby effectively articulated agonies and aspirations of all the patriotic people.
We are in Delhi and this city-state has always stood behind Jan sangh and BJP. I need not elaborate on the fact that the humanitarian service rendered by our party workers as well as well wishers from our ideological movement always remained a key to the groundswell of support that we enjoyed in this region. It was here in Delhi that we came to power for the first time on our own strength.
At this juncture, let me recall that when we had gathered together at Guwahati in January this year, we had decided to observe October 21, the foundation-day of Jan Sangh as Kritagyata Diwas. I appeal all our state units to organise felicitations to all our senior party workers who are active right since the Jan Sangh days and completed 75 years of age as a mark of respect and gratitude towards them.
Politics for a Purpose
While BJP will continue to work for establishing a strong LOKPAL relentlessly, it is deplorable to note that the even after all the recent happenings, the UPA continues shielding the corrupt elements. On the contrary, UPA has shown no evidence of any Political Will to bring black money stashed illegally in Swiss bank or any other foreign banks. By their acts of commissions and omissions, UPA leadership is not only harming their own government but also bringing a bad name to the entire political class.
Like UPA at the centre the BSP has established a thoroughly corrupt regime in Uttar Pradesh. This State provides us an example of how unchecked corruption damages the fundamentals of governance severely. The National Rural Health Mission illustrates as to how Congress and BSP are hand in glove. UPA sends crores of funds, refuses to conduct any audit thereby allowing day light robbery of public exchequer. In return, BSP goes soft at the corrupt UPA in centre. Uttar Pradesh is the symbol of coalition of the corrupt. Mayawati represents bad governance, corruption and destruction of democratic governance. SP, BSP and Congress are trying to fool the people. Whenever the UPA requires support at the centre, BSP and SP willingly offer it. When they offer support, CBI says the cases against Mulayam and Mayawati are not worth pursuing. We have to fight with all these three.
In our roadmap for a corruption free India, Uttar Pradesh is on top priority. We have unearthed many scams and scandals in UP and we will continue to do so. While preparing for UP elections, we promise to redefine governance and instill confidence in the minds of the people.
Corruption in the mining sector in Goa is the latest in the series of scams under Congress dispensations. The state is tiny but the size of scam is huge. According to reports the illegal mining in Goa is valued between Rs.1, 200 and Rs. 10,000 crore. We are confident voters in Goa will throw away this corrupt regime in the forthcoming elections.
Friends, the nation recently witnessed mass upsurge of popular support for the anti-corruption movement under the leadership of Baba Ramdev and Anna Hazare. People were reminded of emergency when in June last, innocent and peacefully gathered demonstrators participating in Baba Ramdev led movement were mercilessly beaten. Raj Bala ji, who succumbed to the injuries recently is the first martyr is this struggle. No self-respecting society can tolerate such injustice. People will not stop till the murderers of Raj Bala are punished. I am happy, as principal opposition we raised all issues related to corruption in the Parliament and outside aggressively. The contribution of the Public Accounts Committee in unearthing all illegalities especially in the 2G scam is also noteworthy. When the government appeared clueless in handling this agitation and caught in a web due to its own inept handling, our leaders played a key role in ending the deadlock.
Let me emphasise here that corruption has a huge cascading effect. The starting point of corruption is the Crisis of Purpose in politics. Accustomed to all the material benefits of being in power for a long time, Congressmen just cannot leave without power. To remain in power they indulge in every possible compromise. Corruption is central to this vicious circle of compromises. Lately, unbridled exploitation of natural resources has acquired centrality in corrupt practices under the UPA regime. Land, water and now even airwaves are being exploited to the hilt. The model of economy perpetuating license and permit raj, vote-bank politics based on divide and rule policy and reducing governance to day-to-day politics of personal patronage are the three pillars of misgovernance of Congress at every level. It is this misgovernance that contributed in providing a fertile ground for terrorism too. Congress has exhausted its ability of offer any solutions to the problems before the nation. In the process, Congress itself has become a problem and we have to solve it by ensuring its electoral defeat.
Yatra for Good Governance and Clean Politics
I am happy, through the nationwide Yatra of our senior leader Lal Krishna Advani ji, which is all set to commence from Jay Prakash Narayan ji’s birthplace in Bihar on 11th of October, good governance and clean politics will now become the focus of public discourse. I must point out here that 11th October is the birth anniversary of three great leaders Loknayak Jayaprakash Narayan, Shri Nanaji Deshmuk and Rajmata Vijayaraje Scindia. Let me mention here that BJP has always been a votary of clean politics. Thanks to the efforts of Advani ji that BJP has the distinction of being the only party to have a systemic mechanism for collection of funds for election campaign and other party expenses in the form of Ajiwan Sahayog Nidhi. A leader with unblemished political career of over 50 years, Advani ji has all the moral authority to lead us in our struggle for good governance and clean politics. Through our Jan Chetana Yatra we will try to focus on multi-sectoral reforms like Administrative Reforms, Electoral Reforms, Judicial Reforms and Political Reforms.
It has always been our thinking that politics cannot and should not be looked as a moneymaking device. Umpteenth number of times, we have emphasised that our elected representatives must ensure that their functioning remains corruption free. I am happy to reiterate here that all our State Governments are taking important measures for improving the twin elements of accountability and transparency in governance. We are proud of the fact that several other State governments are now trying to replicate the two laws viz Lok Sewa Guarantee Act and Special Courts act after they were first enacted in Madhya Pradesh and later by Bihar followed by Himachal Pradesh, Chhattisgarh, Jharkhand and Uttarakhand. Besides, in many states effective steps for curbing corruption are being taken in a resolute manner while using information technology and e-governance systems. Let me also share with you that a study group on electoral reforms set up by the Party has already prepared its report. Soon we will be preparing a BJP Agenda for Electoral Reforms in tune with our overall objective of cleansing politics.
I must take this opportunity to reiterate that in BJP there is absolutely no place for any body indulging in corruption. About corruption we have a Zero Tolerance policy and we will pursue it vigorously in the days to come. Let me point this out here that the credibility of the Bharatiya Janata Party is far greater than any other party in so far as reforming our polity is concerned. The Justice Venkatchalliah Commission that was appointed by the NDA had discussed all kinds of reforms that several civil society organisations are now talking about at length. We believe that some key recommendations of the Venkatchalliah Commission merit greater attention.
The National Scene
On the national scene, the image of the UPA government is at the lowest ebb. There is a serious crisis of leadership within the government. The authority of the prime Minister has been compromised. Ministers are at loggerheads. Within the UPA the negative returns of relying on dynasty are now being felt.
A policy paralysis is plaguing the Indian economy. The investment environment in the country is suffering. The government has not been able to take any major economic decisions. Unchecked inflation has adversely hit the common man, particularly with rising food prices. The government seems to have abandoned its responsibility of controlling inflation and given it entirely to the Reserve Bank of India. RBI has only one instrument at its disposal namely monitory policy. RBI has raised interest rates for 12 times in the recent past without any impact on inflation, which continues unabated. Rising interest rates have cast an unbearable burden on the middle class that had borrowed to construct of purchase their own accommodation.
The gloomy process of slow down stares us in the face. We are moving towards a dangerous cocktail of economic slow down coupled with unchecked inflation. This abnormal situation will involve less money in the pocket of the common man and higher prices to pay for. The investment environment in the country is suffering. Corruption is acting as a disincentive against investment. Not only has global investment into India suffered, even domestic industry is getting greatly dis-incentivized.
The 2G-spectrum scandal, corruption involved in the organization of the Commonwealth Games, the Cash-for-Vote have adversely affected the credibility of the government. A blame game within the government is on. Thee leadership appears helpless. The internal environment of the government appears to be one resembling the eve of the cracking up of the Raj.
Cash-for-Vote
Recently two of our former Members of Parliament Fggansingh Kulaste and Mahaveer Bhagora along with Sudheendra Kulkarni -- who in fact acted as whistle-blowers in the Cash-for-Vote case -- have been arrested. This is a classic example of how a guilt-ridden establishment desperately tries to cover up its misdeeds. We once again strongly condemn their arrest and demand that real perpetrators of this entire shameful episode be brought to the book forthwith. We are confident that regardless of all out efforts of the government to push the reality below the carpet the truth in this case will ultimately triumph.
Terrorism
With even rudimentary governance process becoming non-functional, dealing with challenges like terrorism and secessionism continues to be neglected. Terrorism has remained unchecked in the last few months. Terrorists continue to strike at will. Our intelligence agencies have no prior indication of the modules, which are organizing these attacks. Post attacks; the investigative agencies appear to be at sea in investigating the villains of these attacks. Recent bomb blasts in Delhi, Mumbai and some other places are a telling commentary on the law and order machinery’s continued unpreparedness. Similarly, we also cannot be unmindful of the Naxal threat. We all will have to be further watchful as Naxalites are now out to develop some centres in urban areas in some cases masquerading as Non Government organisations.
About Kashmir, some people are irresponsibly talking about referendum. We will oppose any such move tooth and nail. The much talked about Report of Interlocutors is likely to come soon. We forewarn the government that if it allows any move for going back to pre-1953 status it will have to face nationwide opposition from all patriotic people and BJP will lead his struggle.
Farmers’ Woes
I am happy that satisfactory monsoon this year has raised hopes for a bumper crop once gain. But we must caution the government that failed distribution system together with crippled post-harvest infrastructure may again lead to rotting of food grains. In this context, I am happy to point out that the Supreme Court has recently praised BJP governments in Chhattisgarh and Gujarat for an efficient PDS. I congratulate both these governments.
Today, fertilizers have become costlier by 40% than the last year and prices are rising continuously. The government is neither controlling prices, nor allowing new fertilizer factories. Helpless farmers today are compelled to purchase fertilizers in black market. We have to voice the woes of these unorganised farmers effectively.
While discussing agriculture, one wonders how many times we will have to discuss the same old issues like remunerative prices for the agricultural produce. We are all aware of what is happening in states like Andhra Pradesh where hapless farmers have opted for a crop-holiday. Farmers are constrained to announce this unusual holiday as growing kharif crops has become unviable. The cost of production is far higher than the returns they get.
Remember, these farmers are not from rain-fed or drought-prone regions. They belong to the water-rich districts of East and West Godavari, Krishna and Nellore. If this trend continues, prospects for food security are bound to be greatly hampered. We demand that the government takes immediate action and do everything possible for ending this crop-holiday phenomenon.
Politics of Statistics
Talking but not walking has become the hallmark of UPA. They speak of Aam Admi but act against the very interests of the poor when it comes to definition of the poor. What is more disturbing is the fact that slogan mongering about Aam Adami has taken the UPA leaders in a world of make-believe where they have become totally insensitive to the woes of the deprived sections of our society. It is because of this UPA believes that those earning more than Rs 32 and 26 everyday have become moneyed individuals. The UPA is not only anti-poor but has the arrogance of has mocking them once again through the affidavit it has filed in the Supreme Court.
Let us not forget that today being identified as poor has become a matter of life and death for the poor in both cities and villages. Completely unmindful of the multiple dimensions of poverty, this government is indulging in ‘politics of statistics’ by putting an artificial cap on the number of poor in every district regardless of the situation on the ground. Instead of including the excluded, they are excluding the included.
The government has realised that it cannot bring the poor sections above the poverty line. Hence it is indulging in the gimmickry of lowering the line itself to derive pseudo satisfaction of eradicating poverty. This is outright cheating and BJP opposes this vehemently. The failure on the part of the government in defining poverty in a realistic manner is going to affect the lives of crores of our countrymen who would be deprived of the benefits like subsidized food grains, Indira Awas, Old Age Pension, Widow Pension, Pension for the Handicapped and a large number of other schemes. I urge all the BJP-NDA ruled states to contest this approach of the UPA government and fight it out for the benefit of the poor and underprivileged sections.
We have always been saying that the root cause of unchecked poverty, hunger, unemployment and price rise is in the wrong economic policies and bad governance of Congress. With every new day, the government is proving this point through its actions.
Wrong precedent
Friends, see the unmistakable irony of the situation. On the one hand, this government is utterly insensitive to those farmers who are forced to commit suicide; on the other attempts are going on for saving the life of convicted criminals like Afzal Guru. BJP has a clear position on this issue. We believe that when capital punishment is announced and mercy petitions disposed off by the President of India, no attempt to have a settled case reopened be tolerated at all. Since this has been allowed, a plethora of cases are being re-debated mainly for political purpose. Let us not set wrong precedents. We already have opposed this tendency and we will continue to do so.
Communal Violence Bill
We had discussed about the Communal Violence Bill at our Lucknow meeting. Our parliamentary leaders and Chief Ministers voiced their apprehensions about this bill at the recently held meeting of the National Integration Council. Many echoed these apprehensions. We can only hope that wiser counsels will prevail and the UPA will have a second thought about this bill. Should it move ahead with this bill, I reiterate that BJP will oppose it at any cost.
Telangana
The Congress led UPA came to power at the Center both in 2004 and in 2009 by winning about 35 MPs each time from the state of AP with the main electoral promise of granting the statehood to Telangana. It has been in their election manifesto, was in the common minimum program of UPA, and was also part of the President’s speech in Parliament. Only after the suicides of nearly 600 Telangana youths and after the all party meeting of state parties recommending Telangana statehood, the Union Cabinet announced the decision for formation of the state Telangana on December 9, 2009. The next day the Government informed both Houses of Parliament amid acclamation. Since then the Congress Government has been playing a dangerous game of delay and deceit and showing its incapacity or unwillingness to abide by a decision.
Fed up with this delay, the people of Telangana are on complete strike. Over the last 18 days or so, no bus, no train, no auto rickshaw is moving in the region. All coal miners are on strike and the power stations are closing down due to lack of coal. Severe power cuts are imposed. All 9 lakh government employees, teachers, students and even temple priests are on strike.
The BJP has always been a strong supporter of the cause of Telangana. We are of the firm opinion that Telangana can be carved out without doing any injustice to the people in the remaining parts of Andhra Pradesh. Once again, we strongly demand that the government should place the Telangana bill in the Parliament forthwith. BJP reiterates all its support to the same. Early creation of Telangana remains the only way to end this situation.
Manipur
Friends, let me now discuss the grave situation in Manipur. After nearly more than two months of the crippling economic blockade on the National Highways, when one has to shell out anything between Rs 45 and Rs 50 for a kilograms of potatoes, Rs 100 or so for a kilograms of tomatoes, Rs 70 to Rs 90 for a kilograms of onions, Rs 140 or so for a liter of petrol in the black market, people in Manipur are facing multiple challenges. This situation is the making of the incapable political leadership of the ruling SPF-Congress-CPI combine. Arrogance and indifference have become the inalienable characteristic of the present Government. Bharatiya Janata Party expresses complete solidarity with the people of Manipur. Manipur deserves greater attention, more assistance and much better governance. BJP promises to work towards a genuine regime change in this State in the coming elections.
Rajasthan
Situation in Rajasthan continues to be grave. The Ashok Gehlot government is trying to hide a huge political failure and blaming its own local administration and the law and order machinery. This has demoralized those who should be building confidence in the people. The situation continues to be aggravated. On this background we demand all possible steps to ensure that harmony returns back in the area, normalcy is restored and migration of the distraught people from this area is prevented at any cost. We also deplore the State Home Minister for his utterly irresponsible utterances adding insult to the injury.
Natural Calamities
Friends, we all join our brethren in Sikkim and some parts of other States in mourning the death of victims of massive earthquake. It is a matter of satisfaction that several BJP workers in Sikkim and North Bengal as well as other adjoining regions have engaged themselves in relief and rehabilitation activities immediately after the quake. I must also note here that all our State Governments too have immediately extended every assistance to this tiny state. Besides a team of BJP MPs under the leadership of Shri. Bhagat Singh Koshiyari also has visited the state to review the situation. We express solidarity with the people of Sikkim. This natural calamity has once again focused on the urgent need for upgrading all kinds of communication infrastructure in such border areas. Like quake-affected victims, we are equally concerned about the flood-affected in certain parts of our country, especially Orissa and Arunachal Pradesh as well as Bihar and eastern Uttar Pradesh. Our respective State units are already pro-actively trying to help people in these areas.
Blow to federalism
All of us are aware as to how politics of destabilization has been continuously played by the UPA government in case of Gujarat. Through the State governor attempts are being made to run a parallel government. The controversial appointment of State Lok Ayukta in Gujarat by the State Governor without any consultation with the Chief Minister is the latest example in this regard. When we had met at Lucknow, we had reviewed as to how many of the bills passed by State Legislatures continue to remain stuck at the Raj Bhavans. Situation has worsened thereafter. Just as constitutional authority of the governor, this government is also abusing the CBI for crass political purposes.
We also very strongly condemn the UPA’s decision of withdrawing the special packages earlier enjoyed by Himachal Pradesh and Uttarakhand. This is nothing but an example of petty partisan politics of this government.
Indo-Bangladesh relations
BJP has always supported all serious efforts for improving India’s bilateral relations with the neighbouring countries. However, in the context of Prime Minister Man Mohan Singh’s recent visit to Bangladesh, we believe that the visit could contribute only marginally in strengthening bilateral relations mainly for want of proper homework.
It is a fact that the UPA failed in taking its own ally and West Bengal Chief Minister as well as the people of the State on board on the issue of Teesta waters. Apparently, no serious efforts were undertaken to evolve some understanding between West Bengal and Sikkim on distribution of waters of Teesta. Apprehensions in the minds of West Bengal government about the likely starving of agriculture in the northern part of the State remained unaddressed. All in all, it is deplorable that the government has lost an important opportunity due to its inept handling of the matter within India.
About Assam, let me reiterate that the Assam Chief Minister Tarun Gogoi has compromised with the interest of the state in the Indo-Bangladesh land swap deal. The State government chose to ignore the people's sentiments and followed the diktats of the Congress bosses. Recently, the Party appointed study committee has visited Indo-Bangladesh border and collected official documents from people in border areas who are now left in the lurch. The report of this study group will be presented in this National Executive.
Situation in Afghanistan
The geopolitical and security situation in South Asia, more specifically, in the ‘AF-PAK’ region, has become extremely volatile and precarious. This certainly has ominous repercussions for India’s National Security and Regional Stability, alike. The recent spate of Taliban-Al Qaeda sponsored assassinations first, of the half-brother of President Hamid Karzai, and later of farmer President Rabbanni, is a revealing pointer to the fact that the US War on Terror remains a work-in-progress.
These developments have seriously circumscribed the latitude for President Obama to realize his designs of scaling-back US military presence in the war-torn country, without jeopardizing Washington’s enduring and legitimate regional-interests. New Delhi and Washington share a common interest in ensuring a democratic, stable and terror-desiccated Afghanistan. Hence, any changing US politico-diplomatic and military strategy, including a potential troop reduction, ought to be coordinated, with beneficent partners in the region, such as India.
Developments in our neighbourhood
We also have to take into consideration the unfolding vexations in Washington’s politico-diplomatic relations with Islamabad. India had always tried to convince the international community about the severity of dangers of the terror infrastructure alive and kicking within Pakistan. Now, it seems that countries like US are convinced about the handiworks of ISI and the Haqqani Network. This may strengthen all those fighting against terror. If recent developments really lead to the US demanding greater accountability and transparency from Pakistan with Washington’s readiness to exert its instruments of leverage, it would be a welcome course-correction in US policy in the region.
Remember, India always wanted good neighborly relations with a democratic and stable Pakistan. But even as one might want to foster this ‘ideal’, it cannot happen, so long as an extensive terror infrastructure continues to flourish in the top echelons in Pakistan’s policy-making establishment.
It’s time for India to impose greater pressure upon Islamabad through bringing the weight of Global Community to bear upon Pakistan. We must note that despite the established Sino-Pakistani axis, there is discernible disquiet even in Beijing. China too is concerned that Pakistan originated terrorism may further infiltrate some of its restive regions. China had to issue a not-so-veiled warning, to Pakistan to reign in terror groups and radical outfits. In this situation, much depends upon how adroitly we work and consolidate our position in the international community so as to overcome the terror threats from across the border.
BJP is concerned about some latest developments in India-China relations. China’s repeated incursions in Laddakh and Chinese view about India's recent oil deals with Vietnam in South China Sea are the twin issues that require skillful handling for resolving them without hampering Indian interests.
Some important organisational activities
Now, let me recount some important organisational activities in the recent past. Some of the Cells we have established are functioning remarkably well. Cells like Education cell, Panchayati raj cell, IT cell, Fishermen cell, Investors’ cell, Commerce cell, Sports cell as well as Co-operatives cell had national meetings of their respective teams in the last four months. External Affairs cell, Human Rights cell, Right to Information cell and Communication cell are also engaged in multiple initiatives. It is noteworthy that our Govansh Cell successfully conducted a meeting of Chairpersons of Go-Sewa commissions and boards in BJP ruled states. Doctors cell recently had their all India training workshop. Artisans and Bio-energy cells are also actively engaged in the process of setting up their network.
Our Antyodaya programme is also picking up but I would call upon all of you to take more interest in the same.
All our Morchas too are actively engaged through multifarious activities in the task of spreading the message of the Party is respective sections of the society.
Forthcoming elections
I am sure all of us are aware of the challenges before us in the early part of 2012. Assembly elections in Uttarakhand, Punjab, Uttar Pradesh, Goa and Manipur will put our organisational prowess to test. We have to renew our mandates in Uttarakhand and Punjab and regain in UP and Goa. In Manipur too, we desire to become a significant political force. Also, we have a daunting task of winning back popular mandate in Delhi, Mumbai and several other Municipal Corporations. Preparations for a resounding electoral success in all these elections are already afoot. But we just cannot be complacent and laidback. Healthy and harmonious interpersonal relationship in party organisation, effective showcasing of our distinct achievements on the fronts of Development and Good Governance in States where we are in power and efficient election management are the keys to our success. I would appeal very earnestly to all our party workers in these States to ensure that all your actions contribute to the consolidation of our organisational base.
Tasks Ahead
Friends, we are determined to represent the national aspiration for good governance for cleaner politics. In doing so we have to bring to the fore all the good work that our governments are doing. In the days to come our Good Governance Cell will bring out a series of monographs under the title The Difference That We Made. The BJP, as the alternative pole to the Congress, has succeeded in building up a national momentum against the UPA Government. We must all bear in mind that our structured strategy in exposing this government can be further strengthened through our united efforts. We must be conscious of the fact that a collective strategy evolved by all of us should be implemented in this regard. We have to be cautious that our demeanor and statements are all being carefully watched by people and we must not allow any controversy to be created.
The year 2011 has some distinct historic importance. Exactly hundred years before, in 1911 the colonial powers that experimented with the divide and rule politics and went ahead with the partition of Bengal had to annul their own decision in the face of our strong cultural unity. Again, in the same year Lokmanya Tilak completed writing of his scholarly treatise called Geeta Rahasya. Both these events have a place of pride in the recent history of India’s quintessential spiritual democracy and sustainable pluralism. Friends, we have a great legacy and a responsibility to strengthen our rich heritage. This cannot happen if we failed in developing internal organisational harmony. A party run on the basis of healthy organisational practises alone can create necessary confidence in the minds of the voters. Collective Leadership is a model of organisational governance that sets BJP apart. If we fail in developing on our unity of purpose organisationally, we will do an injustice to the very mission that we have set for ourselves.
Friends, the destiny want us to shoulder a historic responsibility. The nation is witnessing the most corrupt government of independent India. Engaged in loot and robbery of public exchequer, this government has brought a bad name to our country. UPA has become a liability. It has completely lost the moral authority to govern this country.
On this backdrop while going back we have to commit ourselves to the triumph of good over evil. We will be celebrating Vijaya Dashmi in this week. I offer all my best wishes for a happy Navratri and a happier Vijaya Dashmi. In our war against wrong economic policies and bad governance of the present establishment, galvanized organisational functioning has remained our principal instrument. Just in case we have ignored this fundamental fact, let us take this instrument out, sharpen it and engage once again in our struggle aimed at giving fellow countrymen what they deserve, that is Good Governance and Clean Politics.
